Doesn't work that way. He didn't say 10 degrees Fahrenheit, so it could mean Celcius (or however it's spelled) Although, since I'm American, we always go by Fahrenheit anyway.
100C is boiling point (for water, anyway)... 37C seems much more realistic, and I doubt you'd need a coat at 10C (unless you really weren't used to temperatures like that, or had a health condition). :/
